Few preschoolers in Bavaria are reaping the benefits of the state-subsidized "Seahorse" swimming test for early swimmers, hinting at underutilized vouchers. Green members in the Bavarian state parliament conducted an evaluation, exposing that out of the 155,000 vouchers issued for the current action year 2024/2025, only 13,400 have been redeemed. The Greens presented a proposal in the state parliament, receiving a response from the state government in writing.

Is It an Expensive Gimmick?

The Free State has shelled out 670,000 euros on these vouchers, leading the opposition party to criticize them as an "expensive PR stunt that bombs." A promised app intended to simplify course providers' participation in the voucher action, announced last year, is yet to be released.

Rather than such endeavors, the state government is encouraged to address the real swimming course issues. Significant waiting times already impede enrollment without vouchers. Moreover, many dilapidated swimming pools in Bavaria require renovation, estimated at a whopping 2 billion euros. Alas, the state government is allowing the special swimming pool renovation program, which already contains only 10 million euros for the entirety of Bavaria, to expire in 2026.

Improved Teacher Training Needed

School swimming lessons, mandated by the curriculum, demand adequate teaching staff with swimming certificates, the Greens assert.

Launched as a response to the Corona pandemic, the "Join In - Dive In" action provides a 50 euro voucher for a swimming course leading to the "Seahorse" certificate to all preschoolers and first-graders. The initially limited action was made permanent.
