London Police Launch Appeal for Potential Victims in HIV Case

In a significant development, the Metropolitan Police in London have launched an appeal to identify and test up to 400 men who may have had constant contact with the convicted Jonathan Carl. The 42-year-old from Hornchurch, east London, was convicted of one count of rape and pleaded guilty to one count of grievous bodily harm in June 2023 at Snaresbrook Crown Court.

Detectives have so far spoken to 82 men, with some testing positive for HIV. The police believe as many as 318 other men may be victims, and they are urging anyone who had constant contact with Carl to get in touch.

Carl was arrested in January 2024 after two men reported allegations of rape, with the offences said to be in October 2022 and August 2023. The police described Carl as a 'predatory individual' who used multiple dating apps including Grindr and Scruff to seek out his victims.

Detective Chief Inspector Sarah Bishop appealed for victims to come forward, emphasizing the importance of confidential testing, advice, and support. She said, 'We understand that coming forward can be difficult, but it is crucial for the health and well-being of those potentially affected.'

The police are working closely with NHS partners and charities to ensure support for affected individuals. The order also requires Carl to disclose his HIV status if he is not taking his medication and to tell police within three days of having a new sexual partner.

One victim stated that the incidents made them feel powerless, less than human, and that there was nothing they could do. However, the police are urging anyone who may have had constant contact with Carl to seek help and testing, emphasizing that they are here to support them.
