Government directs philanthropic redirection of PHp 60 billion PhilHealth funding for healthcare services broadening
In a significant move, President Ferdinand R. Marcos Jr. announced the return of PHP60 billion to the Philippine Health Insurance Corporation (PhilHealth) during his visit to Dr. Jose Fabella Memorial Hospital in Santa Cruz, Manila. The funds, which had been unused, are intended to support the expansion and improvement of healthcare services across the nation.
Upon his arrival, Marcos expressed gratitude towards healthcare workers, acknowledging their hard work and dedication in saving lives and giving hope to the people. He reaffirmed the government's commitment to supporting these frontline heroes and their vital role in providing essential services.
The visit to the hospital was also aimed at assessing the implementation of the Zero Balance Billing policy, a programme designed to eliminate out-of-pocket expenses for PhilHealth members receiving medical services in public hospitals.
Approximately 78% of the PHP60-billion remittance from PhilHealth was used to finance critical health projects. Despite these improvements, Marcos stated that people still worry about potential reduction in services despite the increase in services covered by PhilHealth.
Finance Secretary Ralph Recto stated that the move to redirect PhilHealth's excess funds is "legal, moral, and economically sound." No centavo from PhilHealth members' contributions was touched in the process of transferring the funds.
Before President Ferdinand R. Marcos Jr.'s visit in April 2025, the PhilHealth fund balance had increased, showing improved financial status and reserves. This move is part of the government's efforts to make healthcare services more accessible to Filipinos by removing barriers to essential services.
The Supreme Court issued a temporary restraining order against the further transfer of PhilHealth funds to the national treasury in October last year. However, with the President's announcement, these funds are now being redirected back to the healthcare sector.
During the visit, Marcos inspected the hospital's facilities, met with frontline healthcare workers, and spoke with patients. He congratulated healthcare workers for their efforts and reiterated his appreciation for their service.
The President's visit to Dr. Jose Fabella Memorial Hospital was part of his ongoing efforts to make healthcare services more accessible to Filipinos. With the return of these funds, the government is taking a significant step towards achieving this goal.
