In a bid to improve public health and safety, the Mayor of Petropavlovsk-Kamchatsky, Yevgeny Belayev, has signed a Decree that tightens the requirements for the placement of alcohol-selling stores. The new rules come into effect on September 1, 2025.

Under the Decree, alcohol sales will be prohibited within a 100-meter radius of various social institutions, including hospitals and clinics, schools and kindergartens, sports facilities, residential buildings, military bases, and potentially hazardous facilities like chemical warehouses. For popular restaurants and cafes, the minimum distance to these institutions will be set at 30 meters.

The decision was made in response to numerous complaints from residents who were concerned about the inappropriate behavior of some visitors to these points and the problem of discarded empty containers near homes and social facilities. Residents have also expressed dissatisfaction with the excessive number of alcohol sales points in the city.

The new distance is 100 meters, and the transitional period for beer and beer drink retailers has been extended until December 31, 2028, providing them with time to adjust their business models to comply with the new rules while maintaining profitability.

The measure is seen as a significant step towards reducing alcohol consumption among the population. However, it may face resistance or adjustment challenges from retailers affected by the new distance requirements.

Entrepreneurs can adapt by moving their businesses or finding alternative strategies to remain profitable. On the positive side, the Decree could lead to a reduction in alcohol-related incidents and social problems, contributing to a healthier and safer community.
